but you want beliefs and realities to coincide. it'd be good if we permitted to build in ways that reasonably can be permanent, and let those feelings encourage investment that will actually work out.
is it accurate that, despite all the impediments to building in general, when a disaster destroys a person's home, a right to rebuild what was lost is grandfathered in? if that is accurate, isn't it a terrible idea?
so, we could build say, a new Chongqing at Malibu in such a way it wouldn’t burn down every decade or two?
is there any version of urbanity that could be built and would not burn in fire-prone areas of Southern California, or would any form of human habitation burn under the conditions nature presents (and humans exacerbate) there?
